PackUK has officially released the updated RAM 2027 methodology on 1 July 2026 following extensive industry consultation. This framework is mandatory for producers to evaluate the recyclability of household packaging entering the market in 2027 under the Extended Producer Responsibility for packaging (pEPR) scheme. The framework provides a standardized recyclability assessment to ensure all materials are categorized accurately according to the latest environmental standards for producer responsibility across the sector. By providing early visibility into these changes, the organization aims to support ongoing collaboration and continuous improvement across the entire packaging system.

Enhancing Clarity and Consistency in Assessments

The RAM 2027 methodology serves as a critical tool for determining whether packaging receives a red, amber, or green rating. These assessment outcomes directly impact fee modulation, incentivizing the transition toward a more circular economy. Building upon version 1.1 from April 2025, this latest iteration incorporates feedback from technical specialists, trade associations, and producers to enhance clarity and usability. The updates focus on refining material rules and assessment guidance to reduce ambiguity. By strengthening the connection between recyclability assessment ratings and actual recycling outcomes, the framework ensures that household packaging management is accurately reflected. This alignment supports sustainable packaging design and provides better results for local authorities and the wider industry.

Implementation Timelines for Producers

While the RAM 2027 methodology is now available, it does not alter reporting requirements for 2025 or 2026. Producers must continue using RAM version 1.1 for the current reporting periods. Specifically, RAM 1.1 applies to the 2026 reporting year with deadlines in 1 October 2026 (H1) and 1 April 2027 (H2). The new RAM 2027 covers the 2027 calendar year, with submission deadlines scheduled for 1 October 2026 (H1) and 1 April 2028 (H2). It is essential that companies maintain precise records for these reporting periods to remain compliant with the evolving regulations and ensure they are referring to the correct version for each assessment.

Future Developments in Packaging Standards

The recently appointed Producer Responsibility Organisation, UK Packaging PRO, will oversee future developments as the methodology moves to an annual update cycle. This approach provides visibility into the evolving packaging system and encourages continuous improvement in producer responsibility standards. By incorporating feedback from technical specialists and focusing on material rules, the system aims to support the broader goals of a circular economy. Furthermore, the alignment of assessment outcomes with real-world infrastructure ensures that the methodology remains a robust guide for the industry moving forward, helping to deliver better outcomes for producers and local authorities alike.
