CINCINNATI—JBM Packaging, a leading provider of eco-friendly paper packaging and contract packaging services, has launched a new prison-based program that trains machine adjusters and directly connects participants to employment upon their release. The program, based at London Correctional Institution (LoCI) in London, Ohio, was developed in partnership with Ohio Penal Industries (OPI).

A part of JBM’s Fair Chance Program, the training program offers individuals nearing release the opportunity to gain hands-on training for skilled machine adjuster roles, while earning industry-competitive wages. Of OPI’s 13 private partners in Ohio, JBM is its first paper packaging partner and the only company to pay higher wages for training—other partners produce products for sale. JBM’s goal is to equip participants with both the experience and employment pathway needed for a successful transition back into the workforce and society.

“We’ve seen the challenges individuals face after incarceration firsthand,” said Marcus Sheanshang, President & CEO of JBM Packaging. “This training not only gives people the foundational skills they need to build a successful career, but it also provides financial resources and job security to help them get back on their feet and make that transition just a little bit less stressful.”

In the program, trainees undergo structured training on advanced manufacturing equipment, progressing through multiple skill levels to become adjusters. During the training, participants are also introduced to JBM’s Better Lives program, which offers life coaching, financial literacy training and post-incarceration support services.

“The adjuster role requires strong mechanical aptitude and resilience—it is challenging and requires persistence,” said Amanda Hall, Talent Acquisition & Training Specialist at JBM Packaging and a Fair Chance employee. “But for those who commit, the rewards are significant. This program not only gives them a head start in a skilled trade but also gives them an opportunity for employment upon completion, setting them up for long-term success.”

Since launching at London Correctional Institution, the training program has already seen its first graduate successfully complete training, with two additional participants currently advancing through the program in preparation for their release.

“JBM is setting a powerful example of how private partnerships can prepare OPI’s incarcerated workforce for their future,” said Ann King, OPI Chief. “This program provides training, employment, and meaningful wages which provides financial independence for an opportunity to successfully transition to life after release.”

JBM’s Fair Chance Program has successfully employed more than 125 previously incarcerated individuals over the last seven years. The company’s commitment to second-chance hiring aligns with broader efforts to reduce recidivism, strengthen the workforce, and provide life-changing opportunities for people ready to rebuild their futures.
